This free cross-platform diagramming tool is incredibly similar to older (pre-ribbon) versions of Visio. Whilst the look and feel of the program is a little dated, it gets the job done. Coming with a plethora of sheets & objects (like stencils in Visio) right out of the box means you can start creating straight off the bat. Almost anyone can produce professional looking diagrams with this tool by simply dragging the stencil shapes onto the canvas and linking them together from simple flowcharts to complex Entity Relationship Diagrams. I have used Dia on and off for a number of years and would not hesitate to recommend this clever little drawing tool. Pros The number of sheets & objects available out of the box is impressive.The fact that this package is cross-platform makes it very attractive. Cons The look and feel of Dia is slightly dated, but any users of early Visio will feel right at home. It can be used to draw different kinds of diagrams from Network diagrams, Civil diagrams, electrical diagrams and many more. The UI is easy to navigate and locating different objects is pretty easy. Cons Nearly all objections lack a rotate feature which is vital for coming up with diagrams that depict the exact nature of an implementation or a planned implementation. An object cannot be rotated 10degrees nor 20degrees which is a serious oversight on the developers end.
