The fact that all of this is contained in one binary is very impressive. The actual version control system is pretty good as well. Cons Fossil is hard to customize. Scripting must be written in TCL (a language that is dead as far as I can tell). Also the built in diff-er is not colored. The only way to see a colored diff is to use the TK diffing tool which is not possible to use over ssh.
