To be included in this list, each product had to:

-   **Meet the review threshold:** At least 20 verified user reviews on Capterra, with an average overall rating of 4.0 or above.
    
-   **Demonstrate core global payroll use:** Verified reviews had to show evidence of international payroll, multi-country compliance, or cross-border contractor payment use cases. Tools where reviews focused primarily on domestic payroll or general HR administration were excluded.
    
-   **Cover multiple countries or jurisdictions:** Products had to support payroll or employment across more than one country, either through direct processing or Employer of Record services.
    

To build the shortlist:
