PCU (Packet Control Unit)
The packet control unit (PCU) is a router device in a general packet radio service (GPRS) network that is most often added to a base station controller (BSC). The PCU uses frame relay technology to perform many BSC tasks while acting as an interface between the SGSN and the radio network.

The PCU can distinguish and control data whether transmitted to a circuit-switched data network or a packet-switched data network. Most businesses add the PCU to the base station to save on the costs associated with stand-alone hardware devices.
