I built this list from verified reviews left by small-business buyers on Capterra's performance management software category. To qualify, a product had to:

-   Hold a minimum overall rating of 4.2 and carry at least 20 reviews in the last 24 months.
    
-   Function as a genuine employee performance management platform, not a general-purpose tool that happens to get used for reviews sometimes.
