_In this article, I present 6 top-rated_ [_payroll software_](https://www.capterra.com/payroll-software/) _tools for HR teams, evaluated on payroll processing, tax compliance, and direct deposit based on 7,394 verified Capterra user reviews. I also include a company-fit guide and a decision framework to help you pick the right platform for your setup._

Getting payroll wrong is one of the most consequential mistakes an HR team can make. A compliance notice, a direct deposit that did not land on time, or a new hire waiting weeks to get paid correctly are the kinds of problems that a good payroll platform prevents before they happen. According to Capterra's 2026 LMS and HR Software Trends Survey\*, 72%  of HR leaders expect their payroll costs to increase this year, and 47% cite hiring as their top challenge, which means more employees to onboard into payroll accurately and on time.

The right payroll software does not just process pay runs. It keeps the organisation on the right side of tax obligations, reduces the manual steps that create errors, and gives employees visibility into their own pay data. The six tools below are the ones I find best equipped to deliver that, based on 7,394 verified user reviews on Capterra.

_Products are listed alphabetically. Inclusion is based on the methodology at the bottom of this article._

## [BambooHR](https://www.capterra.com/p/110968/BambooHR/)

_**Best for:**_ _SMBs and mid-size companies that want HR and payroll in one place_

#### Trial/Free Version

- Free Trial
- Free Version

#### Device Compatibilty

BambooHR stands out for an approach that most tools in this list do not share: rather than treating payroll as a standalone module, it embeds payroll directly into the HR platform. Time-off balances, salary records, benefits elections, and performance data all live in the same system, which means payroll draws from a single, always-current source of truth rather than requiring a pre-run export and reconciliation step.

BambooHR scores 4.8 out of 5 for ease of use across 636 reviews, the highest in this list on the dimension that matters most to non-specialist users. What strikes me in the reviews is how consistently people describe payroll as something that "just runs" alongside everything else, which for an HR generalist managing ten other priorities is exactly the right outcome.

### Key payroll features:

- **HR-native payroll processing:** Salary, time-off, and benefits data feed directly into payroll runs with no CSV exports and no cross-system reconciliation before each cycle.

- **Benefits-to-deductions sync:** When an employee changes their health plan or retirement contribution, that change is reflected in the next payroll automatically and without manual adjustment.

- **Time tracking integration:** Approved hours from BambooHR's time tracking module flow into payroll calculations, removing the reconciliation step that most teams handle manually the day before a run.

- **Employee self-service:** Staff access pay stubs, download W-2s, and update direct deposit details through the same portal they use for PTO requests and performance reviews.

### Limitations to know:

- **Limited payroll customisation:** Multi-rate scenarios, highly variable commission structures, or intricate multi-state rules may require workarounds.

- **Occasional navigation lag:** Some reviewers note a slight slowdown when moving between modules, particularly in larger accounts.

### What a verified reviewer says:

"Features like payroll processing, employee communication, and job posting are all seamlessly integrated, which saves time and reduces the need for multiple systems."

Kyle F., Security Specialist, Oil and Energy, Apr 2026

- **Ideal use case:** An HR generalist at a 50 to 200-person company who manages payroll alongside performance, time-off, and onboarding, and wants all of that in one system rather than switching between platforms.

- **Customer support:** Live chat, email, knowledge base, and dedicated account management on higher-tier plans.

- **Free trial:** Available

- **Starting price:** $10/user/month (Essentials plan)

## [Deel](https://www.capterra.com/p/205015/Deel/)

_**Best for:**_ _Distributed teams, international contractors, and companies hiring across multiple countries_

#### Trial/Free Version

- Free Trial
- Free Version

#### Device Compatibilty

Deel is the only platform in this list where global payroll is the core product and not a feature added later. It was built to solve a specific problem: paying people in different countries as employees or contractors without having to build a legal and finance team in each jurisdiction. With 3,408 reviews and a 4.9 out of 5 rating, it is the highest-rated tool in this evaluation.

What I find most convincing in Deel's reviewer feedback is its specificity. Reviewers do not just say it is easy to use. They describe tax filings in their local currency being handled automatically, contracts auto-generated to local law, and payments arriving in their accounts without them needing to understand the compliance framework behind it.

### Key payroll features:

- **Multi-currency payroll in 100+ currencies:** Deel manages exchange rates, payment timing, and local payment rails. Employees receive their salary in local currency without HR needing to manage the conversion.

- **Locally compliant contract generation:** Contracts are auto-drafted to comply with labour laws across 150+ countries, with built-in misclassification risk detection to flag contractor versus employee status issues before they become legal exposure.

- **Local tax and statutory deduction handling:** Deel calculates and remits employer and employee tax contributions per jurisdiction, with documentation stored for audit access.

- **Employer of Record (EOR) services:** Hire full-time employees in countries where you have no registered entity. Deel acts as the legal employer and manages payroll, benefits, and compliance obligations entirely.

### Limitations to know:

- **Pricing scales steeply with headcount:** Per-contractor fees and EOR costs add up for organisations with large contractor volumes. Model your actual headcount against alternatives before committing.

- **Mobile app instability:** The Android app is occasionally slow, and two-factor authentication can fail at login, a friction point noted across multiple recent reviews.

- **Slow escalation to human support:** Switching from the AI chat bot to a human agent for urgent payroll issues can take longer than expected.

### What a verified reviewer says:

"Outstanding tool for payments and contract management. Very intuitive and easy to set and link to my domestic bank account."

Luis Felipe J., Accountant, Legal Services, Feb 2026

- **Ideal use case:** A 30 to 300-person tech or professional services company with employees or contractors in multiple countries, where managing local compliance in-house for each jurisdiction is not practical.

- **Customer support:** In-app chat (AI and human), dedicated account managers, 24/7 support on higher-tier plans.

- **Free plan:** Available for team management (payroll processing requires a paid plan)

- **Starting price:** $19/month per contractor; $599/month per EOR employee

## [NEOGOV](https://www.capterra.com/p/248680/NEOGOV/)

_**Best for:**_ _City governments, public school districts, state agencies, and public universities_

#### Trial/Free Version

- Free Trial
- Free Version

#### Device Compatibilty

NEOGOV belongs in this list for one reason no other platform here can claim: it actually understands how public sector payroll works. Civil service pay grades, step progressions tied to tenure, collective bargaining agreement terms, union dues, and government-formatted audit reporting are not afterthoughts in NEOGOV. They are the base product. Every other platform in this list would require significant configuration workarounds to handle these requirements natively.

The trade-off, and I want to be clear about this, is vertical specificity. NEOGOV is not built for private sector organisations. But for HR teams within those sectors, the platform eliminates the disconnect between payroll and civil service HR processes that general-purpose tools inevitably create.

### Key payroll features:

- **Civil service pay structure support:** Handles grade-and-step pay systems, tenure-based progressions, and union-negotiated compensation rules without requiring custom workaround configuration.

- **Unified HR, onboarding, and payroll suite:** Candidates move from recruitment through onboarding into payroll inside the same platform, reducing the manual re-entry of employee data that typically causes payroll setup errors for new government hires.

- **Government-formatted compliance reporting:** Reports are structured for civil service boards, public records requests, and government auditors, available on demand without building custom exports in a separate tool.

- **Time, attendance, and leave tracking:** Leave balances and attendance records feed directly into payroll, cutting the manual reconciliation that typically happens at the close of each government pay period.

### Limitations to know:

- **Long implementation timeline:** Multiple reviewers describe a significant setup phase, even with NEOGOV's implementation support team involved. Factor in extra time if migrating from a legacy government HR system.

- **Clunky reporting customisation:** Adjusting report outputs beyond standard government formats requires additional effort and is noted as unintuitive by several reviewers.

- **Limited recent review coverage:** No verified reviews in the dataset post-December 2025. The most recent substantive feedback is from September 2025.

### What a verified reviewer says:

"It has significantly reduced 150 plus manual tasks for our HR team and organization."

Jaclyn D., CHRO, Government Administration, Sep 2025

- **Ideal use case:** An HR director at a city government or public school district managing a workforce subject to civil service classification rules and collective bargaining agreements.

- **Customer support:** Phone, email and help desk, knowledge base, and quarterly user conferences.

- **Free trial:** Demo available, contact vendor

- **Starting price:** Contact vendor

## [Patriot Software](https://www.capterra.com/p/116050/Patriot-Payroll/)

**Best for:** Small businesses under 100 employees and accountants managing payroll for multiple SMB clients

#### Trial/Free Version

- Free Trial
- Free Version

#### Device Compatibilty

Patriot Software's 4.9 out of 5 rating places it alongside Deel as the highest-rated tool in my evaluation, remarkable for a platform at this price point. The pattern I keep seeing in its reviews is CPA recommendation: small business owners frequently arrive at Patriot because their accountant told them to. That is a meaningful signal. Accountants have strong incentives to recommend platforms that get payroll and tax filing right, and Patriot's 4.9 customer support score suggests it delivers on that promise in practice.

What I appreciate most is how deliberately simple the workflow is: enter hours, review the summary, approve the run. The complexity sits beneath that interface. Tax calculations, multi-jurisdiction filing, and W-2 preparation are all handled by Patriot rather than by the person clicking the button.

### Key payroll features:

- **Three-step payroll processing:** Enter hours, review payroll calculations, and approve the run. Patriot handles everything that happens after you click approve, including direct deposits and tax remittance.

- **Full-service tax filing:** On the Full Service tier, Patriot files and pays all federal, state, and local payroll taxes on your behalf. Quarterly and annual returns are included, backed by a tax penalty guarantee if Patriot makes an error.

- **Direct deposit and check printing:** Both options are available at no additional fee on the base plan. Employees can receive payments via direct deposit, or you can print physical checks for staff who prefer them.

- **QuickBooks integration:** Payroll journal entries sync directly into QuickBooks so your books update after every run without manual rekeying between systems.

### Limitations to know:

- **Slow default direct deposit:** Standard processing takes four business days. The expedited two-day option requires prefunding, which some reviewers find inconvenient for last-minute adjustments.

- **Basic reporting only:** Reporting is adequate for standard payroll needs but falls short for teams that need custom labour analytics or workforce trend data.

- **US-only coverage:** Patriot does not support international payroll or multi-currency payments. If you have employees outside the US, you will need a different solution.

### What a verified reviewer says:

"Patriot is the best tool I've found that makes it easy for a small-business owner as an S-Corp to run payroll and manage everything seamlessly without overpaying."

Abigail L., Owner, Chief Content Officer, Public Relations and Communications, Apr 2026:

- **Ideal use case:** A business owner or office manager running payroll for a team of 5 to 50 who wants the compliance complexity handled for them and values a support team they can actually reach.

- **Customer support:** US-based phone, live chat, and email, consistently cited as a standout in reviews.

- **Free trial:** 30-day free trial

- **Starting price:** $17/month base + $4/employee/month (Basic); $37/month base + $5/employee/month (Full Service)

## [Rippling](https://www.capterra.com/p/172127/Rippling/)

**Best for:** Fast-growing companies where HR, IT, and payroll need to stay in sync automatically

#### Trial/Free Version

- Free Trial
- Free Version

#### Device Compatibilty

Rippling's core proposition is automation across HR, IT, and finance, not just payroll automation in isolation. When you add a new hire, Rippling can set up payroll, provision their laptop, and grant access to the apps they need in a single automated workflow. When someone leaves, the same logic runs in reverse. For HR teams managing rapid headcount changes, which is common in scale-ups, distributed teams, and companies adding remote employees across states, that connected automation has a concrete operational value.

That kind of operational specificity is exactly why I included Rippling on this list for growing organisations.

### Key payroll features:

- **HR-event-triggered payroll:** Role changes, salary updates, terminations, and benefits elections automatically update payroll records so nothing falls through the gap between HR actions and payroll processing.

- **Automated domestic and global payroll:** Process payroll for US employees in minutes and pay international employees and contractors in 50+ countries with per-jurisdiction tax compliance handled automatically.

- **Single employee record across HR, IT, and payroll:** All employee data draws from one profile, removing the sync errors that build up over time when the same person's details live in multiple systems.

- **Benefits-to-deduction automation:** Open enrollment changes update payroll deductions automatically in the following cycle, with no manual reconciliation between benefits and payroll at the end of enrollment periods.

### Limitations to know:

- **Opaque modular pricing:** Many capabilities are add-on modules, so the total cost is not clear upfront until you have mapped your specific requirements. Build a detailed quote before comparing against alternatives.

- **Steep learning curve on advanced features:** Custom reporting, complex approval workflows, and multi-entity setups require a real onboarding investment. Do not underestimate this in your implementation timeline.

- **Limited immediate human support:** Non-urgent issues are routed through chat bots and help articles before reaching a human agent, a recurring note in recent reviews.

### What a verified reviewer says:

"We do a weekly payroll and each week the payroll journal entry is automatically recorded in our system. This has saved time from our previous system where this was done manually."

John H., CFO, Construction, Dec 2025

- **Ideal use case:** A 50 to 500-person technology, professional services, or remote-first company where headcount changes frequently and keeping HR, IT, and payroll aligned manually has become a source of operational risk.

- **Customer support:** In-app chat, phone support on higher tiers, help centre, and dedicated account management for enterprise plans.

- **Free trial:** Demo available, contact vendor

- **Starting price:** $8/user/month (core platform; payroll is a separate add-on module)

## [RUN Powered by ADP](https://www.capterra.com/p/185859/RUN/)

**Best for:** Small to mid-size businesses that want reliable, full-service payroll without building in-house expertise

#### Trial/Free Version

- Free Trial
- Free Version

#### Device Compatibilty

RUN Powered by ADP has been processing payroll for decades, and that infrastructure shows. The tax filing is reliable, support is accessible around the clock, and the platform handles the compliance obligations that trip up smaller payroll tools: new hire state reporting, multi-state tax jurisdictions, and year-end form distribution. For HR teams that need payroll to work without requiring ongoing attention, that reliability has real value.

The time savings I found in the reviews are specific and consistent, and is one of the main reasons I had in mind when I shortlisted this platform.

### Key payroll features:

- **Full-service payroll with tax penalty guarantee:** ADP calculates, withholds, and files all payroll taxes at federal, state, and local level, backed by a guarantee that covers any penalties resulting from their errors.

- **Automatic new hire state reporting:** RUN files new hire reports with the relevant state agency on your behalf, a federal and state legal requirement that many small businesses overlook when running payroll manually.

- **Year-end W-2 and 1099 preparation:** Forms are prepared and distributed to employees automatically at year-end, with electronic filing included and no separate year-end process to manage.

- **HR advisory tools on higher tiers:** Access to ADP HR professionals for compliance questions, plus employee handbook templates and job description tools, useful for small businesses without in-house HR support.

### Limitations to know:

- **Unreliable mid-run autosave:** In-progress payroll runs do not always save automatically if a session is interrupted, which can require re-entering hours. A consistent complaint across multiple reviews.

- **Aggressive upselling after signup:** Multiple reviewers describe being contacted about additional ADP services immediately after signing up, which some find intrusive.

- **No public pricing:** You will need to contact ADP for a quote, making upfront cost comparison difficult before you engage their sales team.

### What a verified reviewer says:

"My employees can clock in and out easily, and that data flows directly into the payroll system without me having to manually enter hours, which eliminates so many human errors."

Maxwell P., General Manager, Hospitality, December 2025

- **Ideal use case:** A small business owner or HR generalist at a 10 to 100-person company who wants payroll and tax obligations handled end-to-end, with 24/7 phone support available when something goes wrong.

- **Customer support:** 24/7 phone, live chat, help centre, and dedicated payroll specialists on higher tiers.

- **Free trial:** 3-month free trial for new customers

- **Starting price:** Contact vendor

## Which payroll software is right for your company size and type?

**From my analysis of 7,394 reviews, the right payroll software depends most on your company size, workforce type, and geographic footprint.** Small domestic businesses typically do best with Patriot Software or RUN Powered by ADP. Distributed or global teams should evaluate Deel first. Fast-growing companies that want HR, IT, and payroll connected should consider Rippling. Public sector organisations should look exclusively at NEOGOV.

**Recommended payroll software by business and team size**

| Company type | Team size | Top pick(s) | Why |
| --- | --- | --- | --- |
| Small business, domestic | 2 to 50 | Patriot Software, RUN by ADP | Transparent pricing, full-service tax filing, and a simple workflow designed for non-specialists. |
| Growing SMB wanting HR consolidation | 50 to 500 | BambooHR, Rippling | Payroll lives inside the same platform as HR, time-off, and performance, so there are fewer systems to maintain as you grow. |
| Fast-growing or remote-first team | 20 to 500+ | Rippling | Automates payroll, IT provisioning, and benefits in one workflow, built for teams where headcount changes frequently. |
| Internationally distributed team | Any | Deel | Built specifically for multi-currency payroll, contractor compliance, and EOR hiring across 150+ countries. |
| Public sector or government | Any | NEOGOV | Natively supports civil service pay grades, union rules, and government-formatted compliance reporting. |
| Accounting firms or bookkeepers | Any | Patriot Software | CPA-recommended, with affordable per-client pricing that works for managing payroll across multiple small business clients. |

## How do you choose the right payroll software for your HR team?

My recommended approach is the following: start by identifying your biggest current payroll pain point, then match it to the platform built to solve it. These five questions are the ones I find most useful for narrowing a shortlist before booking a demo.

**Q. What is your biggest current payroll pain point?**

If the answer is time, meaning manual data entry, chasing timesheets, and rebuilding spreadsheets before each run, look for platforms with strong HRIS integration such as BambooHR or Rippling. If the answer is compliance risk, including missed tax deadlines, multi-state complexity, and year-end form chaos, prioritize full-service platforms that file on your behalf such as RUN by ADP or Patriot Software. If the answer is international complexity, Deel is the only tool in this list purpose-built for that challenge.

**Q. Who will actually run payroll, and how much do they know?**

A dedicated payroll professional can handle a more complex platform with richer configuration options. A business owner running payroll themselves, or an HR generalist with many responsibilities, needs a tool that does not require expert knowledge to operate correctly. Patriot Software and RUN Powered by ADP are consistently described by reviewers as accessible to non-experts. Rippling and BambooHR reward some upfront investment in initial setup and configuration.

**Q. How fast are you growing, and where?**

Stable domestic headcount with predictable pay cycles: Patriot Software or RUN by ADP handle this efficiently without over-engineering. Growing quickly and hiring across states or internationally: Rippling's automation and Deel's global compliance infrastructure are worth the higher setup investment to avoid the compliance gaps that come with rapid expansion.

**Q. Do you need payroll to live inside your existing HR system?**

If your team already uses BambooHR for HR and wants to add payroll without a separate platform, that consolidation has real value, including fewer logins, one data source, and less reconciliation work. If you are starting from scratch or want to keep HR and payroll decoupled, RUN by ADP or Patriot Software work as standalone payroll tools without requiring you to adopt a full HRIS alongside them.

**Q. What does your budget look like per employee?**

Patriot Software is the most transparent at $17 base plus $4 per employee. BambooHR and Rippling use per-user pricing at $10 and $8 respectively, with payroll as an add-on module for Rippling. Deel is cost-effective for small contractor volumes but scales steeply with headcount. RUN by ADP and NEOGOV require direct quotes. Do not assume either is expensive until you have modelled your actual headcount against their pricing tiers.

## Frequently asked questions about payroll software for HR

What is the best payroll software for a small business HR team?

The best payroll software for a small business HR team is Patriot Software or RUN Powered by ADP, both of which offer full-service tax filing, direct deposit, and accessible support without requiring dedicated payroll expertise.

What is the difference between basic payroll and full-service payroll software?

Basic payroll software calculates wages and deductions but requires you to submit tax payments and file returns yourself. Full-service payroll software handles all tax submissions on your behalf, typically covering federal, state, and local filings, and usually includes a penalty guarantee if the vendor makes an error.

How does payroll software handle tax compliance?

Payroll software handles tax compliance by automatically calculating withholdings based on employee location, filing status, and exemptions, then submitting payments and returns to the relevant tax agencies on the correct deadlines. Year-end forms such as W-2s and 1099s are generated and distributed automatically. When tax laws change, the platform updates its calculations so you do not need to monitor tax code changes yourself.

Can payroll software handle employees in multiple states?

Yes, most payroll software handles multi-state employees, but the depth of coverage varies between platforms. RUN Powered by ADP and Rippling have strong multi-state capabilities. Patriot Software supports all 50 states on its full-service plan but charges an additional $12 per month per extra state. If you have employees across many states, verify coverage for each state you operate in before signing up, as not all payroll tools support every jurisdiction.

Is payroll software worth it for very small businesses?

Yes, payroll software is worth it for very small businesses, typically from around five employees onward. At that point the time cost of manual payroll, the risk of tax errors, and the cost of penalty notices usually outweigh the software subscription fee. Patriot Software at $17 per month base plus $4 per employee makes the economics viable even for teams of three to five, and reviewers consistently describe the setup as manageable without any prior payroll expertise.

What features should HR teams look for in payroll software?

The non-negotiables are automated tax filing, direct deposit, a payroll audit trail, and employee self-service. Beyond those, the right features depend on your setup: time tracking integration matters most for hourly workforces, and multi-state or global compliance coverage becomes critical the moment you hire across jurisdictions. For a full breakdown, see Capterra's guide to key HR software features.

What are the main benefits of using payroll software for HR?

The core benefits are fewer payroll errors, time saved per pay cycle, built-in compliance tracking, and an audit trail that makes responding to tax queries straightforward. Employees also benefit directly through self-service access to pay stubs, tax documents, and direct deposit details, which reduces routine HR tickets and builds trust in the organisation's operations.

- **Demonstrate active payroll use:** Verified reviews had to contain evidence of actual payroll processing, including specific references to payroll runs, tax filing, direct deposit, or compliance reporting, and not just general HR satisfaction with a platform that lists payroll as a secondary feature.

\*Survey data cited in this article is from Capterra's 2026 LMS & HR Software Trends survey, conducted in February 2026 among 1,000 U.S.-based HR decision-makers at companies with more than one employee. Respondents were confirmed to be at least partially responsible for HR software purchase decisions within their organisation.

**Editorial independence:** Products are selected and ranked based on an objective methodology. While some vendors may pay Capterra when they receive web traffic or leads, this does not influence our selection or analysis.

To build the shortlist:

- I pulled all payroll-relevant products from Capterra's user reviews dataset meeting the above criteria.

- I filtered for products where reviewer language confirmed active payroll use rather than passive HRIS adoption.

- I cross-checked pricing against vendor websites and Capterra product pages, flagging discrepancies against reviewer comments.

- I analysed 7,394 verified user reviews across the six shortlisted tools to identify payroll-specific strengths, recurring limitations, and the use cases each platform handles best.

- I prioritised quotes from reviews published from December 2025 onwards, focusing on feedback that described concrete operational experiences rather than general satisfaction.

_Products are listed alphabetically. Inclusion is based on the methodology above. Some vendors may pay Capterra for web traffic or leads, but this has no bearing on selection, ranking, or analysis._
